Mentioned Users' Participation in a Conversation

This feature expands upon v1.0 concept of a mentioned user in an on-going conversation. Instead of passively observing the conversation, a mentioned user can participate in such conversation by way of creating and editing own replies.

Note that a mentioned user, if not assigned as a comment resolver, will not be able to issue a decision reply to resolve the originating comment.
